Why am I not surprised? If the Dems really wanted to change the political dynamic in the U.S., they would alter formulas to more closely return spending money to those states that send more to the federal treasury. Then you'd either hear those 'red' states make a hypocritical U-turn and begin screaming for more federal help or they'd finally realize they would have to foreswear federal help and raise their state/local taxes to make up the difference in shortfall.
